Key features
  • The NHS IC Trusted data linkage service can manage the end-to-end processes and delivery of a linked dataset. If your dataset contains patient identifiers then it can be linked to HES to increase the richness of both datasets.
  • This service offers linkage algorithm development.
  • As the linkage uses patient identifiers, it is subject to UK legislation. This service seeks the necessary approvals on your behalf.
  • This service reduces the level of security required by your IT systems as no identifiable data is passed to the customer.
  • This service limits the need for external organisations to have access to patient identifiers.
  • You will need to ensure that you store, use and dispose of the linked data appropriately.
  • There is an application process that ensures that all parties involved are compliant with the appropriate legislation. This will take some time to progress.
Approval
  • The use of patient identifiable data files in studies where consent for the use of such fields has not been explicitly granted is controlled by legislation.
  • Use of the data for linkage must have approval from the Ethics and Confidentiality Committee (ECC) of the National Information Governance Board (NIGB) before datasets that include identifiable data can be linked.
  • The NHS IC Trusted Data Linkage Service can seek ECC approval on your behalf.
  • You will need to sign up to the standard terms and conditions.
  • Once signed off, the specification will be subject to change control.
